Dr. Paul Arthur Phillips, DO | Ballad Health Dr. Paul Arthur Phillips is a dedicated healthcare professional affiliated with Ballad Health. He has a strong commitment to his community and the medical field. Dr. Phillips is known for his exceptional patient care, compassion, and dedication to serving the Russell County community. His professional background includes roles as a paramedic, registered nurse, and emergency department medical director at Russell County Hospital. He also serves as a medical examiner for the Commonwealth of Virginia and chairs the local EMS council. Dr. Phillips is a tireless advocate for physicians and a pillar of positivity in the Southwest Virginia medical community. Dr. Phillips is a Flight Medic with Med Flight II, serves as a Paramedic with Dante Rescue Squad, and as an OMD for multiple EMS agencies. Joshua Horner, St. Paul Fire Department Josh Horner is a dedicated provider from St. Paul Fire Department. Josh is a previous law enforcement officer serving with Russell Co. Sheriff’s Office as a Deputy and a member of the Sheriffs Emergency Response Team, and tactical medic. Josh is an Advanced EMT, and instructor. Josh has a passion for training and providing skills and knowledge to be used in real world applications. Bryant Skeen, Russell Co. Sheriff’s Office/Cleveland Lifesaving Crew Bryant Skeen is currently serving as the Chief Deputy with the rank of Major with the Russell County Sheriff’s Office. Bryant is a volunteer Emergency Medical Technician Intermediate with the Cleveland Lifesaving Crew. Bryant has served many years as commander of the Russell Co. Sheriff’s Office Emergency Response Team, where he also serves as a tactical medic. Bryant is certified in Basic and Advanced SWAT. Bryant brings years of experience in tactical operations to this training.

This Law Enforcement–only TECC course provides officers with practical, threat-based medical skills for high-risk operations. Training focuses on hemorrhage control, airway management, and casualty movement in austere and hostile environments, emphasizing rapid life-saving interventions prior to EMS arrival.
